You betcha. Why would anyone go to work or back to work if they can make more money on unemployment sitting at home on the ass?? It just does make sense especially to the hustlers.
The arrangement should be; the recipient only gets their future unemployment checks if they go back to work when their jobs become available. If they refuse, their water is cut off for any future benefits.
I know it is a very complex problem trying to keep track of abusers. The FREE-B system has become so big (especially with Mr Corona in town) that it is next to impossible to keep under control. All the government does is keep printing dead presidents. I wondr how long it will be before they run out of ink.

According to newly released documents, Dr. Phil’s production companies received up to $7 million from the paycheck protection program, the massive federal plan designed to help small businesses ride out the financial crisis caused by the coronavirus.

Why should guys like him qualify for any kind of government subsidies?? Friends in high places; devious financial advisors and attorneys?? The system has too many loop holes and is too huge to control.
Personally, I think the guy is a greedy hog, should be penalized and have to pay the $oldi back with triple interest for taking advantage of a situation.
The system is too big and too far out of control. It seems the country is in a perfect a storm where we are getting bombarded from all sides. Pandemic – gang violence – riots – financially -thieving foreign governments trying to overtake us. The list is endless and frankly, nothing to write home to Ma Ma about.
